Fix Makefile for non-interactive Docker commands

- Remove -it flag from DOCKER_COMMAND (causes issues in CI/non-TTY)
- Add DOCKER_COMMAND_INTERACTIVE for commands that need -it (exec)
- Fix upload-package to mount ~/.pypirc for PyPI authentication
