Structured logging with log/slog: leveled output, component tags, test assertions

- Create internal/logging/ package: Init(), For(component), SetLevel(), CaptureForTest()
- Add LoggingConfig to config (level + format), -log-level CLI flag, MICELIO_LOG_LEVEL env
- Migrate all log.Printf/Fatalf to slog across gossip, transport, discovery, ssh, partyline
- Per-component loggers: gossip, transport, discovery, ssh, partyline
- Comprehensive test log assertions on all test files (DEBUG/INFO/WARN/ERROR)
- New TestRemoteSendBufferFull covering partyline WARN path
- Add .claude/logging-policy.md documenting conventions
