Fix semver label detection when semver label is not first (#372)

GitHub Actions join() with '\n' produces literal \n characters, not
actual newlines. Using echo outputs all labels as a single line, so
grep '^semver:' only matches when the semver label happens to be first.
Replace echo with printf '%b\n' which interprets \n as real newlines.
