Fix CI artifact upload after upload-artifact v4.4.0 breaking change (#3942)

The upload-artifact action introduced a [breaking change in version
4.4.0](https://github.com/actions/upload-artifact/releases/tag/v4.4.0):
hidden files are now excluded by default. After upgrading to the latest
version, our CI started failing because the Docker image files we rely
on are stored under `/tmp/.*` by default and were no longer being
uploaded.

This PR fixes the broken artifact upload step by explicitly enabling the
inclusion of hidden files.
