Consider arbiter nodes when determining control plane high availability (#4017)

A cluster with 2 control plane (or master) nodes and an arbiter node
(labeled node-role.kubernetes.io/arbiter) is also a highly available
configuration. Update the HA detection logic to treat this topology
as controlPlaneHighlyAvailable, in addition to the existing 3+ control
plane node requirement.
