Fix TestOrderBy and TestStartWebServerHTTPS test failures

TestOrderBy: Replace deprecated rand.Seed (no-op since Go 1.20+)
with rand.New(rand.NewSource(seed)) for deterministic test data.

TestStartWebServerHTTPS: Use dynamically generated TLS certificate
instead of hardcoded expired one (2017-2018), and bind to random
free ports to avoid conflicts with services on port 8080.
