refactor: replace subprocess with Python APIs in quality rules

- TypeCheckRule: use mypy.api.run() instead of subprocess
- LintingRule: use sys.executable -m ruff for PATH reliability
- ComplexityRule: use radon.complexity.cc_visit (Python API)
- Fix 2 test bugs (wrong category, wrong score weights)
- Add radon dependency, project URLs, git-cliff config
