Handle recursive relations (#136)

With a coverage area derived from AllThePlaces as of 2026-01-03 and
the OpenStreetMap planet dump of 2026-01-19, walking the parent chain
increases the yield of relations from 1947 to 2198.  Even though this
is only a small quantitative difference, we still need to do this for
correctness.
