- Rebalance weights across all categories (38 checks, 100pts total)
- Fix publish.yml + template to use pure OIDC (no API token)
- Update README (38 checks, 317 tests), audit-grades, howto, index docs

- 317 tests pass, scaffold→audit = 100/100
