docs: package READMEs, CHANGELOG, test guide, JSDoc (#119)

* docs(packages): add READMEs for all 6 packages missing documentation

Add comprehensive README.md files for agent-intelligence, config, core,
state, types, and ui packages. Each README includes package description,
installation instructions, key exports with API overview, usage examples,
dependencies, and links to the main project README.

Add CHANGELOG.md following Keep a Changelog format with comprehensive
v0.1.0 entry covering all features implemented to date. Add
docs/development/TESTING.md with instructions for running unit,
integration, and E2E tests, test architecture overview, mocking
patterns, coverage targets, and guide for adding new screen tests.

* docs(components): add JSDoc comments to all exported prop interfaces

Add documentation comments to every exported prop interface and type
across chat/, error/, icons/, layout/, and ui/ component directories.
No logic changes - only JSDoc additions for IDE tooltips and API docs.
