feat(project): add .NET 10.0 support and update Mirage

This commit updates project files to support .NET 10.0 and upgrades the Mirage dependency for Mecha.Core.

- Add net10.0 to TargetFrameworks in Mecha.Core, Mecha.Core.Tests, and Mecha.xUnit
- Upgrade Mirage package in Mecha.Core from 5.0.12 to 5.0.13
