feat(projects): add net10.0 support and update test deps

Adds .NET 10.0 (net10.0) as a target framework for all projects and updates Mecha.xUnit test package version.

- Update TargetFrameworks to include net10.0 in all project files
- Bump Mecha.xUnit version from 3.2.7 to 3.2.12 in test projects
