Updated to always record data at time 0 and also updated the print message accordingly for hexfloat checkpoint. (#2033)

* Updated to always record data at time 0 and also updated the print message accordingly hexfloat checkpoint.

* Updated to use buffer_num to identify the very first recording instead of in_time being zero as the in_time couldbe non-zero if starting from a checkpoint.

* Removed debug prints and updated reference data log files to include recording data at beginning.
