fix: standardize pull request query keys

Standardize query keys across pull request hooks and ensure action
status is refreshed after a merge.

- Update `useComment` to use the consistent `pull-requests` key.
- Add `latest-action-status` invalidation to `useMergePullRequest`.
- Improve invalidation performance using `Promise.all`.
