Enable npm caching for Gradle-driven npm builds in CI (#334)

The build and coveralls workflows run ./gradlew build, which triggers
npm install for the website and homepage modules via their build.gradle
tasks. These jobs lacked actions/setup-node with cache: 'npm', causing
npm packages to be re-downloaded on every run.
