HTTP 429 too many requests handling added and other goodies

* HTTP 429 too many requests is now treated as a retry-able error.
* MetadataCollection's "try to create->on conflict find and update"
  is now "create->on conflict update" due to arche-lib >=7.5 reports the
  conflicting resource URI in the HTTP 409 conflict response.
  This requires arche-core >= 5.10 ARCHE repository though which is
  being checked now.
* MetadataCollection::index() now follows the errorMode behavior also
  for retry-able errors (especially, an error is thrown when we run out
  of retries on retry-able errors).
* Concurrency can be now reduced even to 1 on rety-able errors.
* SkosVocabularyTest::testImportEverything() adjusted so tests can be
  repeated multiple times.
* phpstan level 6 compliance reached and level 6 check included in the
  CI.
