Add storage interfaces, errors, noop store, and factory (#3768)

Introduce pkg/storage/ package with:
- SkillStore interface for skill persistence CRUD operations
- ListFilter for scope/project/client filtering
- Sentinel errors (ErrNotFound, ErrAlreadyExists) using httperr
- NoopSkillStore for Kubernetes environments
- Factory with DI pattern (NewSkillStoreWithDetector)
- Generated mocks via mockgen

Extend pkg/skills/types.go with OCI tracking fields (Reference,
Tag, Digest, ProjectRoot) on InstalledSkill and (Name, Digest)
on Dependency to support SQLite schema requirements.

Part of #3648, implements #3738.
