Refactor `download_model` command (#955)

* Convert model_cards.py into a YAML file

* Rename 'name' and 'light' fields for more clarity

* Remove colon messing with yaml parsing

* Refactor model_cards loading and how the -l arg works

* Put emphasis on model name instead of putting it away from sight in logger

* Remove -t option and fix model download

* Update requirements for Sphinx and related packages

* Add utility to get fullnames of available models

* Adapt tests to the new API

* Remove a test of the deprecated -t option

* Add default path for get_model_cards

* Fix test with wrong exit code

* Switch unmyelinated model for the Stanford one

* Cleanup

* Add test for download error

* Test in case single_fold weights are not available

* Move new unit tests to appropriate location

* Change type of test from unit to integration

* Update doc with new download_model interface

* Add model list in the doc at build time

* Avoid importing ADS inside the RTD extension

* Avoid importing PyYAML as well + implement simple yaml parsing
