fix: resolve P0 critical infrastructure and analyzer issues (#1515)

- Update Dockerfile base images from .NET 9.0 to 10.0 (SDK and runtime-deps)
- Update DevContainer dockerfile from dotnet:9.0-jammy to 10.0-jammy
- Update Makefile NCCS_BINARY paths from net9.0 to net10.0 (Linux and Windows)
- Fix UpdateAnalyzer SYSCALL detection path: use UInt160 constructor for
  proper value equality instead of byte[] reference equality
