fix: Address should-fix-before-deploy review items H1, H3, H4

H1: createSystemChatMessage now creates a User2User chat room if none
exists between the users, matching PHP ChatRoom::createConversation.
Previously it silently returned, dropping the Promise/Renege notification.

H3: handleOutcome now inserts into messages_by when Taken/Received
outcome includes a userid, recording who took/received the item with
the remaining available count (matching PHP Message::mark).

H4: handleOutcome Withdrawn now checks if the message is pending on any
group. If pending, it deletes the message entirely instead of recording
a Withdrawn outcome (matching PHP behaviour for pending withdrawals).
