use solrcloud to fix bootstrap on macOS (#857)

* use solrcloud to fix bootstrap on macOS

tests and traject indexing require solrcloud. Traject raised "Solr
instance is not running in cloudmode"

Devbox now starts with solr explicitly in cloudmode. Also add an assert
to allow it to fail fast

* Adding solr collection commands

* stop calling bundle in the init hook

* make upload config security deterministic

* match Circle CI but make it idempotent

* create our own flake file for solr 8.4.1 to match Circle CI

* make readme match reality

* Maybe fix circle ci

* Setting configset only in circleci test
This allows most tests to pass locally

* Updating readme to reflect devbox and lando

* Removing SOLR_TEST_URL since we are no longer utilizing devbox for solr
