xapi-cli-server: stop using SR records for cross pool migrations

This record has fields that change when storage features are added. Use
expressions to filter SRs and minimize the amount of calls done.

Now the amount of calls have changed from 1 per host-attached PBD to 2,
but only the ones from shared SRs are considered, if there are any. If
there aren't all the one with local SRs are considered.
