* task: change return code for frontend not hydrated

Context: After we removed dynamic mode, there's no way that a frontend
token that we haven't got features for can be hydrated later, which
means that the frontend key is outside the scope of the keys Edge has
access to. As such, the new correct StatusCode here is Forbidden(403),
not NetworkAuthenticationRequired(511)

* task: use Forbidden here, after removal of dynamic mode, no hydration can be missing

* chore(fmt): lint format
