* chore: fix medium security issues

* chore: update CI to use legacy-peer-deps for security fixes

Updates npm install commands in CI to use --legacy-peer-deps flag to match
the package-lock.json generated for security vulnerability fixes. This ensures
CI builds work with the updated dependency resolution strategy.

* fix: use local eslint/tsc instead of npx in CI

Changes npx to npm exec to ensure CI uses the project's pinned ESLint 8.x
and TypeScript versions instead of downloading the latest versions which
have breaking changes.

Fixes ESLint 9.x compatibility issue where --ignore-path flag was removed.

* fix: add eslint as explicit devDependency

ESLint was only in overrides but not in devDependencies, causing CI to
download the latest version (9.x) instead of the project's pinned 8.x.

Added eslint@^8.57.1 as an explicit devDependency to ensure it's installed
and available in CI without downloading from npm registry.
