Fix bcrypt 5.0 ValueError for passwords over 72 bytes (#1125)

bcrypt 5.0.0 raises ValueError instead of silently truncating passwords
longer than 72 bytes. Truncate to 72 bytes in the model as a safety net
and add length validation on login and password change endpoints.
