refactor(docker): rewrite ralphex-dk.sh wrapper from bash to python

stdlib-only Python3 script with embedded tests (--test flag).
Preserves .sh filename with python3 shebang for compatibility.
Adds openssh-keygen to Dockerfile for git SSH commit signing.
Adds __pycache__/ to .gitignore.
