patch: Action model and capability extension (#55)

- Introduced cacheTTL property to ServerAction for managing action execution timing.
- Updated TransportAction and ScriptAction to support cacheTTL.
- Added preparePayloadWithDataHash method to ServerActionExecutionCapabilityDelegate, ensuring it must be overridden in implementations.
- Added a test to verify MissingMethodImplementation is thrown for preparePayloadWithDataHash.
