fix: resolve Python compat and deprecated API issues

- registry.py: dict[str, ...] -> Dict[str, ...] for Python 3.8 compat
- wgan.py: replace deprecated torch.autograd.Variable with .detach().requires_grad_(True)
- gated_conv.py: replace deprecated F.tanh/F.sigmoid with torch.tanh/torch.sigmoid
