fix mine_empty_block to use Tapyrus-specific RPCs instead of get_block_template

get_block_template requires P2P connections but tapyrusd runs with
-listen=0 in tests, causing "-9 not connected" errors. Replace with
getnewblock + Schnorr signing + combineblocksigs + submitblock flow.

Also strip non-coinbase transactions from the block proposal and fix
the coinbase value to the block subsidy to ensure truly empty blocks.
