fix: set ResolvedRefs condition on Gateway listener status for valid listeners

Gateway API v1.0+ conformance tests expect a ResolvedRefs condition on each
listener status. The controller only set Accepted, causing failures in
GatewayWithAttachedRoutes, HTTPRouteSimpleSameNamespace, HTTPRouteCrossNamespace,
and HTTPRouteExactPathMatching tests.

For valid listeners, set ResolvedRefs to True since VPC Lattice uses ACM for TLS
(not K8s Secrets) and AllowedRoutes kinds are already validated.
