Reduce server shutdown timeout for faster app exit

Improves desktop app exit responsiveness:
- Reduces graceful shutdown timeout from 10s to 2s
- Changes shutdown timeout log from Warn to Debug level
- In-flight requests get 2 second grace period before force-close

The 10s timeout caused noticeable delay when closing the desktop app.
Most requests complete well under 2s; stragglers are acceptable to
force-close on user-initiated shutdown.
