Skip Preemptive Docker (#23074)

Closes #19959 

Implements [preemptive
skipping](https://github.com/pantsbuild/pants/pull/23052) for docker.

Gen AI disclosure: Because of the already existing heavy code
duplication in `packages_image_test.py`, Claude was most helpful in
refactoring the tests to match the new `get_docker_image_build_process`
rule.
