CNV-78674: re-implement DisableMDEVConfiguration (#4007)

The DisableMDEVConfiguration feature gate is deprecated in Kubevert from
v1.8. Instead, we need to set the
`spec.configuration.mediatedDevicesConfiguration.enabled` KubeVirt
field, to `false`.
