Run tests with `python3.7` (#38)

*   Add initial support to select required `python` via its basename (e.g. `python3.7`).
*   Set default `python` to basename `python3` instead of `/usr/bin/python`.
*   Fix `app_starter` when `lconf` symlink does not match `default_env` configured.
*   Create `./cmd/test_python_version` to run tests under min and max `python` va `docker`.
*   Update configs to test min and max `python` versions in CI.
*   Use `pip install` instead of `upgrade_deps` arg to `venv.create(...)` in `python3.7`.
*   Override default package driver to `pip` for min `python`.
*   Do not assert `is_venv()` for `StateStride.stride_py_required` (allow using external `venv`).
*   Spec:
