Switch to Rust CEL implementation with Pydantic v2 migration

Migrates from Python celpy to Rust common-expression-language (0.5.6) for CEL evaluation, and upgrades the operator from Pydantic v1 to v2. All operator dependencies updated to latest compatible versions.

Key changes:
- CEL library: celpy → common-expression-language 0.5.6 (with native dict subclass support)
- Pydantic: v1 → v2 (both CLI and operator)
- LazyFileLoadingDict: path traversal protection, K8s ConfigMap metadata filtering
- New tests: CEL validation (12), LazyFileLoadingDict (8), operator config (11)
- AGENTS.md: architecture docs and local kind testing workflow
