Introduce Public Baskets

Users have requested being able to retrieve contents of a basket without
needing the pantry id, and basket name. This PR introduces two new
endpoints, one which creates a public basket (returning a id) and another
which can be used to retrieve a public basket (by id).

This resolves issue: https://github.com/imRohan/Pantry/issues/134

This change addresses the need by:
* Introducing a PublicBlock model
* Introducing publicRoutes
* Updating the about page to include information regarding public
  baskets
* Adding a changelog to the dashboard
* Updating the stats on the homepage
