chore: sync ESLint/Prettier config with Codacy (single quotes)

- Update ESLint quotes rule from double to single quotes
- Update Prettier singleQuote from false to true
- Apply single quote formatting across entire codebase
- Update tests that check for quote style in source files

All 1853 tests passing.
