Fix flaky tests in CI

- Add --retry-connrefused to curl so it retries on connection refused
- Replace fixed time.Sleep+ping with waitForPing polling helper
- Fix goroutine data races in testNewAndLoadLinux and TestNewAndLoadEDK2PVH
- Add skipIfTripleFault guard to TestSingleStep
- Accept successful read (not just EAGAIN) in tap TestRead
- Add sync.WaitGroup to TestStartSerial to prevent t.Errorf after return
