* feat: get the latest github release tag for codex

Priority:

- use the user specified version
- use the latest tag
- fallback to the default one

* move the getLatestReleaseVersion to gh_release.go

- refact the getLatestReleaseVersion
- cache to the ~/.cache/envd/ dir
