reenable fs tests (#107)

This pull request updates the CI workflow to use MinIO for S3-compatible storage testing instead of Supabase, and re-enables several previously disabled integration tests for S3FS functionality. It also makes minor adjustments to the runtime file system initialization logic to ensure proper configuration during testing.
