feat: add last9 log drain (#42391)

- adds last9 log drain to the UI (flagged)
- updates API Types

## To test
- go to last9
- create project
- select oltp
- grab creds
- go to log drains
- create last9 log drain
- paste creds
- after a few minutes last9 should start showing supabase logs like this
