feat: add impact_metrics_test.go integration tests

Add integration tests for impact metrics feature:
- TestImpactMetricsSentInPayload: Verifies impact metrics are sent in metrics payload
- TestImpactMetricsResentAfterFailure: Verifies metrics are restored and resent on failure

Tests confirm:
- Counter, Gauge, Histogram metrics work correctly
- Metrics are properly serialized in JSON payload
- Metrics are restored when send fails
- Metrics are resent in subsequent successful requests
