Consolidate list of supported clients in one place (#3644)

The CLI previously had two hardcoded lists of supported clients for
validation. This increased the number of files you needed to modify to
add a new client. This PR changes the CLI to rely on a single list in
pkg/client and adds some validation functions there as well.

40 of 44 new or added lines in 2 files covered. (90.91%)

45 existing lines in 7 files now uncovered.
