fix(laravel): support numeric float types in eloquent metadata factory (#7730)

close #7566
* normalize decimal types with precision/scale (e.g., "decimal(8,2)" -> "decimal")
* add support for float, decimal, and numeric cast types as Type::float()
* update tests to use numeric values instead of strings for decimal fields
