ci: add apt-get update before installing packages

The CodeQL and coverage workflows were failing because the runner's
cached apt index referenced Boost 1.83 .deb files that have since been
superseded on security.ubuntu.com, resulting in 404 errors. The build
workflow already had apt-get update; add it to the other two as well.
