Remove unused Auth0 config from backend (#3652)

The `auth0_config` dict was originally used to generate frontend config
for the old AngularJS UI. That code was removed in
b56c42ae4 when the old UI was removed,
but the dict and its environment variables were left behind.

The backend still needs `AUTH0_DOMAIN` and `AUTH0_AUDIENCE` for JWT
validation.
