Add org authorization check for scoped user preferences

When CreateCurrentUserPreferences or ListCurrentUserPreferences is called
with scope_type=app/organization, verify the user has get permission on
the organization. Other scope types are validated by the handler against
the trait's AllowedScopes configuration.
