Refactor base variables to use core config module instead (#2647)

This PR introduces a new method for configuring components using the new `core/config` > `apply` mixin allowing Sass modules to create config maps that automatically set values to the global config modules via the Sass `with` clause. As part of this update, the `core` and `base` packages have implemented this feature.

**Additional changes**
- `ReferenceCard` - References to config variables now link to the `core/config` documentation.
- `core/config` - Added documentation for the new `apply` mixin.
- `base` - Updated documentation to reflect changes to base configurations.
- `docs` - Organized import files, added comments and consolidated the root styles into global.
- `core` - Refactored the `debug-map` utility to support any level of map depth as well as better support for outputting list type values.
- `core` + `base` - Replaced the use of Sass if in favor of at-if to resolve bad syntax error handling.
- `core` - Renamed `css-prefix` to `prefix-cssvar` for consistency.
