update to Envoy 1.37.0 (#156)

- Envoy now uses a hermetic LLVM toolchain. Copy the toolchain setup but
  update the LLVM version.
- Tweak the upgrade script to also update .bazelversion so that it
  follows upstream envoy. Also remove the libclang_rt library renaming,
  as this is no longer needed with the new LLVM toolchain.
- Fix some build issues with the ssh-sk-null patch.
- Rework 0004-pgv.patch. The build warning still occurs, but the
  upstream pgv.patch file has been deleted. Replace this with a direct
  patch of the protoc-gen-validate repository (instead of a
  patch-of-a-patch).
- Remove the cel-cpp patch, as upstream has updated to cel-cpp v0.14.0,
  which should incorporate the necessary C++23 compatibility fixes.
- Remove tmp-envoy-41815.patch, as this change is now released.
- Sync some upstream WORKSPACE changes. (There was a cryptic bazel error
  about a dependency cycle, and this appears to fix it.)
- Update InternalStreamHost to pass its Locality constructor parameter
  as a std::shared_ptr (see envoyproxy/envoy@d68f7198).
- Update SshStreamAddress to implement the new withNetworkNamespace()
  method (see envoyproxy/envoy@de3392ec).
