fix(crontab): handle empty files in zero-jobs update mode

Extend zero-jobs startup mode to also work with empty YAML files
and files with no jobs (not just missing files). Previously only
os.ErrNotExist was tolerated; now empty files, whitespace-only
files, and files with `jobs: []` return empty list without error.

- parseYAML returns empty list for empty/whitespace-only files
- skip schema validation for empty jobs list (schema requires minItems=1)
- avoid duplicate log messages with fileMissing flag
- add tests for empty file scenarios
